Career Description
The IT/CJIS Division provides technology support services to all divisions within the Office of Attorney General. IT/CJIS develops various systems requested by all divisions. This position develops, manages and maintains the architecture for an extremely complex environment to help bridge technology with business improvement and need, while setting direction for the agency's technical environment in line with the State's architecture. This role provides supervision to staff within the IT/CJIS division as well. In this role you will be expected to: Identify, understand, and build professional relationships with business units and stakeholdersLearn about business goals, objectives, challenges, and needsRead grant applications and determine technical impactProvide technical recommendations and manage expectationsDocument current and future state workflowsGather and document business and functional requirements for projectsDevelop wireframes, user interface (UI) mockups, and prototypes to communicate and demonstrate solutionsEnsure solutions meet user needs and align with technical standards, policies, and best practicesCollaborate on database design solutionsAid in resolving data-related issues (such as deadlocks and timeouts)Identify and recommend opportunities for performance enhancementsTechnology RadarIdentify used technologiesEvaluate team expertiseAdvise on technologies to retire, endure, explore, and adoptPrototype and demonstrate technologiesResearch .NET Framework, .NET, project types, and popular enterprise technologiesConsider risk and balance the adoption of new technologies with the expertise and capacity of the development teamCollaborate with IT Operations team for network engineering, system administration, hardware, licensing, and procurement needsIn addition to the monthly salary, this position includes fully paid health insurance for employee and family, the option to participate in employee-paid dental and vision for employee and family, participation in the state NDPERS defined contribution retirement plan as well as the option to participate in the 457 deferred compensation plan, the option to contribute to a medical spending account, and earning annual and sick leave.Employees in this position are eligible for the Public Service Loan Forgiveness (PSLF) program.This position is an in-person position, located in Bismarck, North Dakota. All normal work hours will be conducted in person, in an office setting. No remote work or hybrid work is available.
Minimum Qualifications
A bachelor's degree with a major in computer science, computer or management information systems, project management, or a closely related field and four years of work experience involving business analysis, computer development/programming, or technology implementation, such as requirements planning and management, elicitation, documentation, solution assessment, training, customer account management, or IT product/project management etc. Additional work experience as described may substitute for up to two years of the education requirement on a year-for-year basis.Demonstrated experience supervising, 2 years minimumDemonstrate experience with Business ArchitectureDemonstrate experience with Data ArchitectureDemonstrate experience with Technology ArchitectureMust have excellent prioritization, time management, and organization skills.Ability to establish and maintain effective, harmonious working relationships with co-workers and supervisors.Ability to maintain a high degree of confidentiality.Display interpersonal skills in dealing with customers and co-workers, utilize appropriate telephone etiquette, demonstrate appropriate written and verbal communication skills, and demonstrate ability to perform standard office tasks and operate standard office equipment.Strong analytical, problem-solving, and critical thinking skillsAbility to implement new systems and procedures and evaluate their effectivenessMust successfully complete the interview process, reference checks, criminal record checks, and standard background check.
