At the North Dakota Department of Transportation, we owe our success to our TEAM. As the lead Scoping Engineer in the Programming Division, you will have the opportunity to help set the direction of the department's rural roadway program and be involved in funding management. Your primary responsibilities in this position will be: Supervise Scoping SectionDevelop priorities and assign to section employeesReview section documents to ensure document accuracyProvide leadership, discipline, training and guidance to employeesEnsure activities comply with department policies, procedures and standards.Conduct Scoping StudiesVisit potential project sites throughout the state to:Verify roadway characteristicsIdentify issues and needsDiscuss potential improvements with District engineers.Develop Scoping ReportsInvestigate and develop potential improvement optionsCoordinate with other engineering divisions to review applicable issues and determine recommendationsOrganize all available roadway data, issues, and recommendations into an accurate reportDevelop cost estimates and visuals created with Microstation and ArcGIS.Create presentations of potential improvement options for NDDOT leadership to aid in decision makingOversee Special Programs & Fund ManagementSolicit, scope & track projects for special funding programsOversee landscape architecture consultants assisting with scoping Rural Community Enhancement Program projects Interstate and Interregional ReviewsPrepare all review booklets and paperworkCoordinate and schedule reviewsMonitor project outlook and refine to a feasible programCoordinate the Development, Evaluation, and Future Direction of the NDDOT Scoping ProcessKeep up with changing technology, construction practices, laws, strategic plans, and management objectives.Use knowledge of those elements to make recommendations to improve existing practices.Assist Traffic OperationsAssist Traffic Operations section with cost estimating and reviewing roadway characteristics/geometry

Minimum Qualifications

Requires a bachelor's degree in civil engineering; four years of professional-level engineering work experience; and Registration as a Professional Engineer in the State of ND.Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment.
