The Workforce Innovation and Opportunity Act (WIOA) is a federally funded program that provides training assistance to eligible individuals. See below for specific training opportunities and eligible training provider information.

North Dakota Adults and Dislocated Workers

Through the Workforce Innovation and Opportunity Act, Job Service North Dakota provides an array of services to help individuals meet their employment goals. A variety of job search assistance services are available to all individuals. Expanded services are available to qualifying individuals, and may include: in-state job search assistance; in-state relocation assistance; identification of skills, and assistance in upgrading skills.

On-the-Job Training

The Workforce Innovation and Opportunity Act On-the-Job Training (OJT) is training conducted in a work environment designed to enable individuals to learn a bona fide skill and/or qualify for a particular occupation through demonstration and practice.

After an OJT contract has been negotiated and signed, the employer then hires the participant(s) as a regular employee and begins training according to the contract. The goal of this training is to retain the trainee as a permanent employee. OJT involves individuals at the entry level. Training is designed to help participants reach their fullest potential and become self-sufficient in the job.

Classroom training

Classroom training is provided for both occupational skill development and basic or remedial skills. Typically, this training takes place within an established course curriculum offered through a secondary or post-secondary training institution. Tuition, books, fees, and supplies can be paid for through programs administered by Job Service North Dakota.

Youth Employment and Training

The Workforce Innovation and Opportunity Act Youth Employment and Training Program provides youth with a broad range of year-round coordinated services. These services include academic and occupational learning assistance, leadership development, preparation for further education, additional training, and eventual employment. Youth have access to all of the required program elements as needed through Job Service North Dakota.

Job Corps is a national program that offers residential career training programs. The program helps eligible young people ages 16 through 24 complete their high school education, trains them for meaningful careers, and assists them with obtaining employment. In North Dakota, the Quentin N. Burdick Job Corps Center is located in Minot.

In-Demand Occupations List

The Governor’s Workforce Development Council has established an in-demand occupations list for North Dakota in accordance with the Workforce Innovation and Opportunity Act (WIOA). The list includes occupations determined to have a current or potential impact on the state’s economy. North Dakota Labor Market Information’s short-term employment projections were used to develop the list.

Providers with training programs that align with the in-demand occupations may apply to be included on the Eligible Training Provider List. Students who qualify for WIOA may receive funding for these training programs.

Trade Adjustment Assistance

The Trade Adjustment Assistance (TAA) program provides assistance to workers who are losing or who have lost their jobs due to foreign competition. An employer, labor representative, or a group of workers may submit a petition to the Department of Labor for a determination. Additional information and the petition form may be found at www.doleta.gov/tradeact.

Services available under TAA include the following:

  • Assistance in job searching, career exploration, locating resources, finding education programs and financial aid, and referral to partner services
  • Classroom Training
  • On-the-Job Training
  • Customized Training
  • Job Search Allowance (financial assistance for traveling to job interviews for appropriate work)
  • Relocation Allowance (financial assistance for relocation in order to accept appropriate work)
  • Income support after Unemployment Insurance (UI) is exhausted for individuals attending TAA-approved training

Library Online Resources - Universal Class

Free online continuing education courses available through many ND libraries for those who have a library card. The classes range through a variety of topics, including computer literacy at 3 different levels, basic English-speaking skills, ESL grammar skills, ESL basic writing skills, personal finances, and so many more. Select Continuing Education in the drop down, then select Universal Class. You’ll need to enter your library card number, then create your account. That’s it to gain access to the online courses.
